However, this solvent-based, rubber adhesive has its limitations. It can be used to repair a loose vinyl or tile floor, but it should never be used for installation.
Denatured alcohol works well in breaking down hardened cove base adhesive. Apply a layer of rubbing alcohol to the cove base. Wipe it liberally onto the adhesive and allow it to seep in. After a few minutes, the adhesive will soften and be easier to wipe up or peel off.
Depends on how cheap the place is that your working at…… I‘ve put new, reused old, as long as it still looks new, good and didn’t get damaged taking it off I‘d reuse it…. An installer taught me to use caulk on the top of the cove/carpet base for a cleaner and finished look….
If you dampen the cove adhesive down repeatedly it should soften after 10-15 mins , you are then best to scrape with a 4″ sharp handled scraper easily bought from ebay/amazon.
The solution can be floor stripper or acetone-based nail polish remover. Acetone chemicals help loosen the glue. Other homeowners have even used mineral spirits to assist in cleanup. Vinyl is pretty easy to clean, and as such using a sponge mop can help reduce some back strain. Dip the mop into some warm soapy water, and then strain the mop till it is damp only. Run the mop along the baseboards, using a light pressure to scrub away any stain that may be in place.
Apply a small amount of rubbing alcohol to the painted area if warm water and scraping don’t do the job. Allow the alcohol to penetrate the paint. Soak a sponge with warm water and a mild detergent. Wipe away the alcohol with the sponge; the paint should remove easily.
